Dr. Magdy Kamel El-Hawary Writes : Statement Issued by the Secretariat of the Supreme National Security Council of Iran

The proud Iranian people should be aware that, thanks to the sacrifices of their sons and their historic presence on the battlefield, the enemy has been pleading for more than a month for a ceasefire in the face of Iran’s firepower and the intensifying resistance. However, the country’s leadership—based on a firm decision taken from the outset to continue the war until its objectives are achieved, including forcing the enemy into regret and surrender and eliminating long-term threats—has rejected all such requests, allowing the war to continue into its fortieth day. Iran has also repeatedly dismissed the deadlines proposed by the U.S. President, emphasizing that it attaches no value to any threats or ultimatums issued by the enemy.
We bring good news to the great Iranian nation that nearly all war objectives have been achieved, and that your brave sons have driven the enemy into historic incapacity and a crushing defeat. Iran’s historic decision, supported by the unity of its people, is to continue this battle for as long as necessary in order to consolidate these major gains and establish new security and political equations in the region based on recognition of Iran’s power, sovereignty, and the sovereignty of the resistance.
In this context, and in accordance with the directives of the Leader of the Islamic Revolution, Ayatollah Seyyed Mojtaba Khamenei, and with the approval of the Supreme National Security Council, and given Iran and the resistance’s superiority on the battlefield, the enemy’s failure to carry out its threats despite its claims, and its official submission to the legitimate demands of the Iranian people, it has been decided to hold negotiations in Islamabad to finalize the details. Within a maximum period of 15 days, Iran’s field victory is to be consolidated in the political arena as well.
Accordingly, Iran has rejected all proposals presented by the enemy and has formulated a 10-point plan, delivered to the American side through the Pakistani mediator, as follows:
1- The organized and monitored passage through the Strait of Hormuz in coordination with the Iranian Armed Forces, granting Iran a unique economic and geopolitical position.
2- The termination of the war against all parties of the Axis of Resistance, reflecting a comprehensive defeat of aggression.
3- The withdrawal of U.S. combat forces from all bases and positions across the region.
4- The establishment of a secure transit protocol in the Strait of Hormuz ensuring Iran’s dominance under a formal agreement.
5- Full compensation for all losses incurred by Iran, based on verified assessments.
6- The lifting of all primary and secondary sanctions imposed on Iran.
7- The cancellation of all Board of Governors resolutions related to Iran.
8- The lifting of all United Nations Security Council resolutions concerning sanctions or restrictions on Iran.
9- The full release of all frozen Iranian funds and assets abroad.
10- The adoption of these provisions within a binding United Nations Security Council resolution, transforming them into enforceable international law and marking a historic diplomatic victory.
The Prime Minister of Pakistan has indicated that the American side, despite its outward threats, has accepted these principles as a basis for negotiation and has yielded to the will of the Iranian people. Accordingly, it has been decided at the highest levels that Iran will engage in negotiations in Islamabad for a period of two weeks based solely on these principles. This does not signify the end of the war, as Iran will not agree to cease military operations until all details are finalized in accordance with the principles of the ten-point plan.
These negotiations will begin with absolute distrust toward the American side starting on Friday, April 10, in Islamabad. Iran will dedicate two weeks to this process, extendable by mutual agreement. During this period, maintaining full national unity and continuing strong celebrations of victory is essential, as these negotiations represent a national battle and an extension of the battlefield.
Transforming the enemy’s surrender on the battlefield into a decisive political achievement will lead to a historic national celebration. Otherwise, the fight will continue until all demands are met. Any mistake by the enemy will be met with a decisive and overwhelming response.
